In a normal world, it classifies as stealing since you are withdrawing without the permission of the rightful owner of that address. However, in bitcoin's world, those who have the key are the real owners. If you have the key to someone else's wallet and want to withdraw coins, then it's completely legal.
I don’t think this is possible because if then, anyone can be hack bitcoin
How is this possible that someone can be change the code of bitcoin? If then someone can be hacked, or stole bitcoin code called itself as bitcoin owner or something more much……

If you know about that personality which you got address then you can easily return it back

mrShakehands' its doesn’t mean if you have someone key or address then you are the owner of their bitcoin or you have an authority to use it

You should return it back if you found someone address or you know about that person, otherwise if you will be use it would definitely be stolen sense
Withdrawing money from using someone else address account is complete illegal
