What does segregated witness mean and what are the meanings for the block size discussion?

Segregated witness (Segwit) allows the transaction-producing software to segregate (separate) transaction signatures (witness) from the data in a transaction. Segwit also helps reduce the block size and the time per transaction as there is no signature or meaningless text involved in the process.
