Pretty easy. In a way, it's similar to sending an email. All you need is the public address of recipient's wallet and use the send function from your own wallet to complete the transfer.

No, it's not possible. An ASIC hardware will cost you over multi-thousand USD in order to build a personal Bitcoin mining Hardware. Unless you can afford to spend this much money, there is no way you can build your own machine.
