yes, for all sorts of business involving Bitcoin in the Philippines, you need to get registered or you won't be able to start your bitcoin venture in the country.

Well if you have lost your wallet and can't remember the private key, your coins are pretty much gone. There is no central authority that stores your wallet related information, so consider your Bitcoin assets gone.

I would recommend Bitminter as it is pretty easy to use. Following are the steps that you need to do in order to mine the coins:
- Go to bitminter.com
- Click "start engine button"
- Install Java if you don't already have it on your PC

The Lightning network is currently under development and would possess the ability to perform millions of Bitcoin transactions instantly. And yes, it will become decentralized in order to enable the off-chain Bitcoin transactions between two parties without it having to go through a third party.

BitcoinCore, BitcoinKnots, Electrum and GreenBits are renowned for maximum user privacy. Most of the wallets you see out there are safe as long as you are not being an idiot ;)

It doesn't matter whether you use an online wallet or an offline one, no one can see the person involved in a transaction. The max they can see is coins sent to/from an address.
